Your product should meet Russian standards which are different but usually very similar to the European and International standards. CE self-declaration is not accepted in Russia and cannot replace the Russian certification of Conformity. Basically, almost all consumer goods require the mandatory certification. It includes all groceries, products for children, perfume and cosmetics, tableware and kitchenware, packaging materials, household and industrial equipment, etc.  

I want to export my products to Russia. What should I know?


Do you wish to export your products to Russia and/or any other country of the Eurasian Economic Community (Customs Union)? As an exporter of any industrial goods, you must ensure that your product complies a wide range of technical regulations to gain the EurAsian Conformity (EAC) mark. The EAC mark is a mandatory sign that must be labelled on your product to demonstrate its compliance with the Customs Union’s standards.




What is GOST?


GOST was the main standard system in Soviet Union, nowadays in the countries of CIS (if not replaced by the national standard): Russia, Azerbaijan, Armenia, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan, Turkmenistan, Uzbekistan, Ukraine. The law separates the definition “standard” from the definition “technical regulation”. The standard is not obligatory. Obligatory is the Technical Regulation. This is a set of documents describing the requirements for any kind of production. If the production meets the requirements of the Technical Regulation the corresponding Certificate of Conformity can be issued.




What is EAC mark?


The Eurasian Conformity mark (EAC, Russian: Евразийское соответствие (ЕАС)) is a certification mark to indicate products that conform to all technical regulations of the Eurasian Customs Union. It means that the EAC-marked products meet all requirements of the corresponding technical regulations and have passed all conformity assessment procedures. The mark was introduced in August 2013.

The EAC marking shall be put onto the product or to the attached label in a visible, legible, distinctive and permanent manner by the manufacturer or his authorized representative in the EAEU. The size must be at least 5 mm; the proportions must be respected if the EAC marking is reduced or enlarged. If the nature of the product does not allow it, it shall be put onto the package (if any) and the accompanying documents. The EAC marking may only be carried out when all the requirements of the technical regulations applicable to the corresponding product have been met (the product has been properly certified).




What is EAC certificate?


EAC is the key document required when you export to Customs Union countries: Russia, Belarus, Kyrgyzstan, Armenia, Kazakhstan. This document is needed both for sales and customs clearance procedures. The unified form of the certificate was approved by the Board of the Eurasian Economic Commission dated December 25, 2012 No. 293.

The validity of the certificates varies from 1 to 5 years for serial production and it is also possible to issue them for one batch.




What is EAC declaration of conformity?


An EAC Declaration is a declaration by the manufacturer, importer or an authorized representative on the conformity with the minimum requirements of the technical regulations of the Eurasian Economic Union. In contrast to the EAC Certificate, the EAC Declaration is made by the manufacturer or importer. All tests and analyses required are carried out by the manufacturer himself. The EAC Declaration has to be recorded in the unified register of the EAEU by an accredited certification body of a member state of the Customs Union.




EAC Certificate and EAC declaration: what to choose?


It depends on the kind of product: some of them need certificate, some – declaration. But don‘t bother about that. Just send us the detailed description of Your products and their corresponding HS codes and our experts will define which type of document is needed.




Who is authorized to issue these certificates?


The authorization of Certification is applied to Russian Governmental Standards (GOSSTANDART) and other accredited specialized Certification Organizations (Bodies) and accredited Test Laboratories. The Certificate Bodies are under strict control of GOSSTANDART that is why all the documents and products are carefully tested. These Bodies are situated mainly in Moscow; each Body has its own area, where it can make Certification. The Certification Bodies are entitled to give Certificates only for the products, belonging to their accredited area. For example, Bodies for food Certification cannot give a Certificate for textile products. To get a Certificate for textile products, it’s necessary to apply to a Body entitled for this type of Certification; they should have inspectors on textile products and Test Laboratories. But don’t worry – we are working with all main Certification Bodies and authorities, so we will always find the best solution for You.




What is voluntary certificate?


Products, whose safety is not a subject to any legal requirements in Russia and in the Customs Union, may be granted a voluntary certification with the objective of confirming the conformity with the various regulations and normative-technical documents.

The voluntary certification may be based on standards (national, European, international, industry standards, etc.), approved normative-technical documents or specific product properties.

Labelling with the symbol of a voluntary GOST R certification is permitted.




What do you need EAC Certification for?


If you are going to arrange export to Russia (or any other country of Customs Union), you will need the Certificate of Conformity, known also as EAC Certificate, or the Declaration of Conformity (in some cases the Letter of Waiver will be sufficient). Your international quality certificates will not be sufficient. Usually the EAC Certificate is necessary in two cases:

1. Import procedure at the customs office

2. Sales of products on Russian market.

The EAC Certificate is announced as the necessary document for customs while crossing the border and for retail stores if tax inspection takes place. That is why Russian wholesalers and importers cannot work with non-certified products.




Is the certification absolutely necessary for all the products?


No, not all the products have to be certified – the list of the products, where Certification is not necessary, is published by Governmental Customs committee every half of the year. "Letter of Refusal" (Letter of Waiver) is required for such products. This is an official document and can be issued by a dedicated Certification Institute.




Is the EAC Certificate valid in other CIS countries?


The EAC Certificate is valid in all the countries of the Customs Union: Russia, Belarus, Kazakhstan, Kyrgyzstan and Armenia. The remaining CIS countries have their own certification system, for example UkrSEPRO in Ukraine.




How the Certificate can be used?


Original of the certificate should stay in the company's office. You should make copies of the certificate, put your company seal and write "true copy". You should send these copies to Your Russian partners – importers of Your production. We will give You some approved copies of the Certificate, which will be necessary for Russian customs. If You need more approved copies they can also be approved by Russian notary or at Russian consulate abroad. Or we can help You. We never leave our customers in trouble.




What does it mean: Certificate of Conformity for Serial production for 3 years?


As a Manufacturer or Supplier You are allowed to obtain the Certificate of Conformity for serial production for 3 years, sometimes even for 4 or for 5 years. That Certificate enables You to deliver Your products to all the countries of Customs Union for the period indicated. Any manufacturer from any country can get EAC Certificate. It is valid only for products included in the certificate. To receive EAC Certificate it's necessary to check the quality of products and their features by documents analyzing. Sometimes samples are required. Copy of ISO Certificate is desired but not requisite.




What does it mean: Certificate of Conformity for single shipment (batch)?


This Certificate is usually cheaper than a certificate for serial production and there might be less requirements on documentation and sample testing. It’s reasonable to apply for this kind of certificate if You don’t plan regular shipments.




Do I need to translate documents to Russian?


No. We keep things for You as easy as possible. It would be great to have the product description in Russian to avoid any possible misunderstandings.




Is a separate EAC certificate required for each model?


No. Products to be certified are grouped into categories and a single certificate can contain not just one, but also several different product categories. However, You need to list up all Your models (part numbers) in the certificate.




How much does the EAC certification cost?

How much time do you need to produce an EAC certificate?


To print an EAC certificate few days are sufficient for. However, the registration of the Application and performing the sample tests may take 4-6 weeks. Time is also consumed for processing contracts, choosing the right translation of the names of the products, approving of the layouts etc. It will very much depend on how fast You will respond our questions, provide needed documents etc. The realistic estimated time is about 2 months.




What means Letter of Refusal (Letter of Waiver)?


Letter of Refusal is required for products which are not a subject of an obligatory certification. The list of products, where Certification is not necessary, is published by the Government of Russia twice a year. For that kind of products "Letter of Refusal" has to be presented. That document is issued on importer by special institution of Russian Certification.

I have ISO 9000 Certificate or CE Sign – is it enough?


Unfortunately, not! Even if you have a translation of this Certificate into Russian, it is not valid in Russian Federation. Here the only official Certificate is EAC, Hygienic Certificate and Fire Certificate. At the moment ISO 9000 is very important and helps in obtaining Russian certificates but cannot replace them.




I have neither ISO 9000 nor any other quality certificate, nevertheless may I obtain Russian certification of conformity for my products?


Yes, You may. Having the ISO 9000 is not obligatory. But if you already have ISO 9000, it will be easier for you to prepare all the information for Russian certification, because similar documents are required.




What does it mean Hygienic Certificate?


Hygienic Certificate is issued by specialized Laboratories, accredited in Ministry of Health of Russian Federation, after checking products in terms of poison, chemical contents etc. Products which require sanitary-epidemiological certificate are for example food, hygienic products, cosmetics and cloths. To get Certificate of Conformity for those products, first you need to get Hygienic Certificate.




What does it mean Fire Certificate?


Fire Certificate is required for some products and equipment and is issued mostly after checking their burning level. Products which require Fire Certificate are for example mineral wool, electric cables, fire-fighting equipment, fireproof doors, home appliances etc. To get Certificate of Conformity for those products, first you need to get Fire Certificate.




What is the "Annual Inspection"? When is it performed?


According to Russian Federation legislation, "Annual Inspection" is required for certain type of production which has got EAC certificate for serial production for 3 years or more. Inspection is not obligatory when certificate is issued for 1 year or for a single delivery. Company-manufacturer covers all the expenses of inspectors visit, sending samples and laboratory tests. These conditions are included in separate contact, signing after Certificate is given. The Certificate of Conformity can be cancelled if the company refused to arrange annual inspection. In this case, accredited Certification Body sends letters to Government Customs Committee (GTK) and GOSSTANDART and notifies about termination of the Certificate. It means that the Certificate cannot be used any more on the territory of Russia. Don’t worry, we will help You with arranging of the Annual Inspection the easiest way possible.




What does it mean Applicant and what role does he play?


The Applicant is the person who applies for the certificate or the declaration. According to the rules and regulations of the Customs Union, only legal entity or an individual entrepreneur registered in the territory of the Customs Union can apply for EAC (TR CU) Declarations and Certificates. A foreign manufacturer cannot apply for these documents by himself. If You have the local representative in any country of Customs Union, You may use him as an Applicant. If You don‘t have any local representative, You may ask any of Your existing customers to play a role of an Applicant. Please remember that the Applicant will be the formal holder of the certificate (declaration). You will be forced to ask his permission and his Power of Attorney to make possible the use of the certificate by other importers (customers). If You don‘t want to become dependent on one customer, we can help You to find an independent Russian company which will be Your Applicant.

Local representative (Applicant) is needed only for EAC Certificate and EAC Declaration for serial production (validity from 1 to 5 years). This is not applicable for EAC batch certification.
